The first step would be to determine whether you want to target small business owners, self-employed individuals, or individual taxpayers.  Once you have made that decision, I would pick 2-3 niche markets within the broad category.  For example, if you want to market to individual taxpayers, you might want to select &quot;Retirees,&quot; &quot;Teachers,&quot; and &quot;First-Time Homebuyers&quot; as your three niche markets.
Once you have these 2-3 niches identified, tailor your website and marketing materials to address their specific needs.  Maybe play up the First-Time Homebuyer Credit and a HUD-1 review for First-Time Homebuyers, maybe play up the Educator Credit and other employee business expenses (union dues, supplies, continuing education, etc) for teachers.
My experience has been that &quot;traditional&quot; internet marketing has not attracted the most desirable types of clients.  I would recommend that you use the internet in more creative ways such as answering questions here on the Yahoo! boards, setting up a blog with good content, and social networking.
